What is the first step in obtaining special education and related services?

Before a child with a disability can receive special education and related services for the first time, a full and individual initial evaluation of the child, also known as a preplacement evaluation, must be conducted (Section 300.531). Informed parent consent must be obtained before this evaluation may be conducted [Section 300.505(a)(1)(i)].
